ok so i have seen people playing online games running an nfo servrer so how do i go about doing the same.new to all this by the way

You go to the link below, select a server you are interested in, location you want it in, number of slots you want and voila. It is set up as soon as you pay for it, then you configure it to your liking.

I am not too familiar with the VPN setup for Xbox, but if natively functionality is not provided to do this you would need to configure your router to use the VPN.

yes i am trying to set it up as a vpn,but i have spent a full day tyring to set it up but u just cant do it,is there no one who can use teamviewer to set it up for me on my laptop

Unless you have an Ethernet in and out port on your laptop (which you likely don't) you'd need to set this up at your router.
