Rust Problem, Who's fault?

Im playing on a server connected with this host, and I can't play due to SUPER high ping (Like 2k-12k).. And this server is the ONLY rust server that does it. I did that test thing (Below).. Is it on my side or somebody elses? And how do I fix. Thx

Without a test run in the opposite direction, it's harder to tell what's going on or whether we can work around it from our end, but it appears that your ISP is using an overloaded peering point to reach us. Please make sure to contact us directly so that we can run further tests.
