The only interaction with a BF3 server outside of our control panel is via rcon. If a BF3 server has lost connection, crashed, or otherwise stops responding, then rcon or any remote admin tools will not work.
It is unusual for a manual restart to be needed anyway. Often it is just a connection loss or a disconnection from the Blaze backend and will recover on its own. If it does not, or if there is an actual crash, our own systems will restart the server after it is found unresponsive, which usually happens after 5-10 minutes to avoid false positives.
