Half Life 2 Deathmatch: how to add custom sounds to server

we are trying to add custom sounds to our server. For example, a sound that plays every time a player does damage to an opponent, or a sound that plays when a player is killed by a certain weapon. Can anyone point me in the right direction for how to accomplish this?
