VPN Blocking within 2012r2

Is there a way to add a list of vpns to block using 2012r2? Im getting pretty tired of being ddosed by these pri*ks. I found a pretty extensive list of VPN'S I would love to block. https://github.com/X4BNet/lists_vpn
Without windows firewall, is there another alternative to do this by just adding the text file of addresses?

I'm not sure about ways to block VPNs specifically and DDoS attacks usually come from bots instead of VPNs, but if you have an unmanaged VDS, you can add a list of IP addresses to a custom rule on the "Firewall" page in the NFO control panel. Blocking them there would also take the load off of the OS.
