I’m currently running a hyperaccel windows server with 16 max players at 100 tick with no problems and I’m thinking about upgrading to 32 slots. Should the sever be able to handle 32 players at 100 tick without crashing or would I need to run at 66 tick to avoid problems?

I don't think it would crash, but it might not be able to keep up the FPS/tickrate when full, depending on the hardware. I think there's a good chance it could, and we could try you on different hardware if need be.
