Is there any way to get a better CPU on a VPS?

Sounds like you got a support rep that doesn't frequent the forums.

You should specifically ask:

Are there any faster CPUs available in my location that I could be manually moved to if I were to upgrade?

My HLStats install often uses a full core, even scaled down it is still very resource intensive. The drawback of a single core is when you put any type of load on the system it can have immediately noticeable effects on a game server. I would recommend upgrading to the 2-core in this case, that way you have an extra core for OS or other processes to use, while your game server can use the other.

EDIT: Do you have the wallhack plugin installed for SMAC?

I can run some tests on how much HLStats is affecting performance. For the time being I'm disabling eyetest (due to the conga taunt issue) and removing wallhack and see what happens.

Wallhack module is known for significantly raising CPU usage.

Is it possible to leave your TF2 server on the current server and order a second Linux only server to host your SQL / Apache / Hl2 Stats stuff? its still cheaper ($20/month) then the 2-Core option ($24.99/month). you could also point fast downloads and other features to your second server.

my 1 core Linux only has the following:

model name : Intel(R) Xeon(R) CPU E5-2690 0 @ 2.90GHz
