... my windows server r2 in Chicago works, and yet my Senkin2 (which has the same issues as original poster) which is in InterNAP Dallas has the issue connecting.
My testing showed that (at the time I tested), the following was true:

NYC: Did not work
Dallas: Did not work from one block; worked from the other block
Chicago: Worked
San Jose: Did not work

I know that we've had customers using some of these programs from every location, and it is possible that one of them moved around and got several of our IP blocks banned because of that.

Yeah, it seems like Blizzard has gone on a epic ban spree. Other VPS hosts are showing same issues.

OffTopic:
I have Senkin2 and it is locked in a "upgrade". I think it had to do with removing a IP, but I don't remember and can't seem to do anything about it. I wanted to move it from Dallas to Chicago and see how it goes with SB connections.

Please contact us about the upgrade and we can assist with that.

It'd be nice if Blizzard would contact providers about problems, rather than just banning large swaths of IPs.

Yeah, I wish they did too. They are bound to lose out on customers because they ban that mass range. Although most cases providers own that range and public ISP IPs are often on a whole different set of numbers (forgot technical term).

It never pays to burn bridges :|. Professional courtesy dictates that they should have at least sent us a note (and it is extremely easy for them to find contact information for the block they banned). When I contacted them, they were further unwilling to acknowledge the ban (even with a form response about banning hosting providers, if that's what they're doing) or to escalate me to a level that could, which was also unprofessional. If their answer had been that they are banning everyone, I'd have been much more satisfied with that over the veneer of "support" that I actually received.

By doing this, they've moved me from a positive impression of their company to a negative one, and my natural tendency will be to spread that negative impression to others (such as by saying "I was going to by SC2, but Blizzard .." or just "I'm not a fan of Blizzard, because they ban IPs randomly and won't explain why -- they're not worth your money."), magnifying the effect.

All in all, it is not a good policy to be unprofessional.

OH I could not agree more. That is why I moved to companies like S2. I only deal with Blizzard to make enough to pay for the VPS.

Off Topic (good at it, aren't I?):
If you ever got free time or show a post that can show me how to use the games you support the most to make enough to pay off the VPS but also be big enough to also have website, mysql, ftp and a little more I would love you long time :).

I am glad to report that it worked in Chicago!

So it seems like all Chicago IPs are free to host on Blizzard's servers!

At this point in time yes, but to be honest, considering their (Blizzards) policy at this time, how long do you expect it to last?

There is also one more consideration to make, and that is this:

If Blizzard if viewing these activities as not being legit and banning blocks of IP's, how safe will it be for your users to use this service?

For example (as I am not fully sure how this program works, I could be wrong, so if so, please disregard):

Your program connects to Battle.net.
Your users connect to your program.

Your program and users are now essentially all connected to battle.net.
Therefore, your program + your users IP's are all now logged into Battle.net's database.
If Blizzard goes on another rampage banning spree, what is to protect your users IP's from being included in that range?

I just opened my server on the LA network, and I was wondering if Chicago is still unblocked for connecting to battle.net. I am interesting in launching a hostbot, but as far as I can tell, my connection is getting blocked.

Yeah, I noticed after I posted. I'm currently transferring my server to the Atlanta section, since it wasn't listed here as blocked. The Chicago servers are listed as temporarily sold out.

Atlanta section can successfully connect to Battle.net, for anyone attempting to set up a bot.

Note that we have many IP blocks at each location, so it's also possible that some other IPs in Atlanta won't work on battle.net. When they block IPs, they seem to be mostly doing it by /24.
