If it's a single IP or small group of IPs, one fairly lightweight utility that you can try is Peerblock.

You could also try using the Windows firewall, but be careful with it, because it's easy to lock yourself out of Remote Desktop such that you have to go back in through the VNC console. If you go with this method, you'll likely need to disable all the other rules and set the default inbound to accept, then add a rule blocking that particular IP.
