I think they are referring to abusing it by constantly spamming.

Have seen this before along with rpg messages.
Idiots that sit on an ammo box and just keep spamming.

This comes from bfbc2 when assault players dropped an ammo box and constantly spammed 320's.

That's why they removed the ammo pack from assault in bf3 and gave it to support, but people playing together drop it for each other. They also reduced the amount of ammo you can get out of a box. bfbc2 lasted forever.
