AMXMOD and banned.cfg

Could someone help me with a couple little things?
First, i tried to downlaod AmxMod myself but it doesn't seem to be working right. its there when i type metalist in my console, but when i type amx to bring up the amx commands its unknown?
Also I deleted banned.cfg in the file manager and how do i get it back?

It would be best to visit the support channel to get one-on-one help with your server-specific problems.

banned.cfg will be created automatically the next time you ban someone and save the ban.
