Control Panel Feature Request: Comment field for submit on easy setup/restart/etc actions

The access log shows that a sub-user viewed/submitted something, Would it be possible to add a short field that an admin (primary or other) can put a reason in for the submit? In BF when someone clicks submit on easy setup I see that they did that, but not what they changed...having a short comment they could (ideally a require option in the permissions) would be helpful.

Seeing in the access log "added foo_bar map" or "server empty, restarting" as a comment from would be really useful for people who delegate access on the control panel.
