tic rate and time???

what is the tic rate of the servers and if i bought one how long would it take to activate?

If you get a ping accelerator, then you can set a higher tickrate (50, 66, 85 or 100) than Valve's default of 33. It takes about 5 minutes for a server to go online after you start the Paypal subscription.
