Im tired of my current laggy GSP. I am upgrading my 32 man pub to a NFO, my only question what would be better a 250fps or 500fps? would the 500fps experience spikes since it will be full most of the time etc. and using near all cpu resources?

Neither one of them should cause spikes, but sometimes 500fps can paradoxically be a little lower performance for very large servers, depending on the game type. For instance, 32-player CS:S servers sometimes appear to run smoother at 250fps (and 100 tick) than 500fps (and 100 tick). You might want to consider trying both and see which one works better for you -- you can change the server as much as you want during the free trial period without being charged extra.
(If you're looking at a HL1-based (CS 1.6/TFC/CZero) server, 500fps should pretty much always be faster, though, since HL1 servers use fewer resources)

Cool man. I'm glad you are switching providers - you won't regret it. Nuclearfallout is incredible. I have a 500 FPS 18 slot server located at bnd.nuclearfallout.net which I have owned since November 2004. It is beyond powerful! When you switch, use bnd as your referrer (it gets me two free slots) - I want to play DOD:S - it looks AWESOME but CS:S sucks IMHO.
