If there is Vancity close by go there. Bring cash, and ask them for a Visa gift card. They give it to you, you link the card to paypal and you'll have a server in no time.

Visa gift cards are definitely a great way to go if you'd normally want to pay with cash or a check. There's zero liability beyond the value on the card, and they're easy to obtain.
