Is there an rcon command that allows ppl to download maps from the server?

I tried looking for an rcon command thru google but i couldnt find one.

What game type is this? It's not really a command, but a cvar and its value that would need to be set. Depending on the type of game and your current setup, there can be many factors for downloading custom content.
