Does anyone know how to change the respawn time? or what file it's under? Thanks

There has been some discussion on the mailing list about this and at this time (last I checked), there isn't. Since its a beta, this may be changed or a cvar later as I'm sure there will be numerous updates to the game over the course of the beta period.

For now, according to the commentary provided by the game, the respawn time adjusts accordingly to which objectives you currently hold.
