Yes, theres a free 2 GB of webspace included with a game server that includes a mysql database.

can the billing cycle set to be automated or do i need to manually pay each month?

We use a subscription system which means that the billing is automated. If you do not wish for the payment to be deducted from your PayPal account automatically you should cancel the subscription. Once you do that, the resubscription link can be found at the top of your control panel when you decide you want the server for another month.
