what i want to do is make it so my ut servers ip is a no-ip but i would like to know how to if there is a way

What do you mean when use say no-ip?

You should be able to use that website to point a DNS at your server IP, as long as it allows you to target any IP.

It should be the same way that the service is used to point at other IPs. I'd have to defer to them on an explanation of how they need you to request it.
