The former would be better, though you might also want to add an sv_maxcmdrate to it (of 100 or higher).
The problem with the second set is that you don't want to allow clients to set low "rate" limits like 12000, because they'll experience choke -- the vast majority of clients do not have a proper setting for "rate". You also don't want to set a lower sv_maxrate than the game allows, again because of the possibility of choke. The only reason I could see for limiting the maximum negotiated "rate" is if you are nearing your bandwidth allotment.
not sure but some people who play on laptops cannot have a constant rate of 30000 when they are on wireless. i would say set minrate to about 15000 and maxrate to 30000 so you can accompany all players if it is a public server your running.
I really don't recommend playing on wireless, in any circumstance .
A rate of 30000 means 30000 bytes per second at most, which is 240 kbps. This should be sustainable on all but the slowest of connections (ISDN/modem), even over wireless. In my experience, the main issue with wireless is the occasional drops/packet loss, but your players' MMV.
well im not exactly sure hehe my friend in new york on his PC he has lower end internet cant play at 30000 on a wired connection he has a 1mbps line i believe..
at my house i have a 15 mbps line and on my wired PC it runs flawlessly but when i go on my laptop and try to play some CSS my rates all shoot my ping up to about 300 when i use rate 30000, i shift it down to rate 20000 to keep my ping at its normal 50-60ish ping. so i was just saying it might be a reasonable option if its a pub but if u dont care about them then it doesnt matter he he
