Okay i installed windows28server and im only getting 200 fps whats the reason for that i did the ticrate command and even opened windows media player to get that extra 100 fps or so

If you're not using our default game installation files, you likely need to manually set sys_ticrate / fps_max to 0 in your server console (and in your server.cfg, so it also takes effect every time the server is started).

These parts of your command line are invalid/not needed and should be removed:

-sys_ticrate 100 -secure -fps_max 0

If you really want to do it on the command line instead of in the server.cfg (as I suggested above), you would then need to add this to the end:

+sys_ticrate 0

I am not understanding why im only getting 200 fps, i just copied the exact folder and everything i use from this pc(that gets 1000fps) onto the vds and is only getting 200 fps ...hmm

Did you adjust the sys_ticrate as I described? Is HPET enabled?

I meant, did you add +sys_ticrate 0. Also, make sure that you're running srcdsfpsboost.exe every time you test.

nvm got it and just put the sys_ticrate 0 in command line or also in server.cfg

I mentioned this before, but you're testing that through rcon, correct? Not by reading the server console directly?

If you follow the guide I posted, it should be pretty stable. Make sure that you have it running as high priority and that you disconnect from the machine when you're not actively working on it.
