Why do my other programs get quiet when people talk?

Teamspeak included a plugin which automatically decreases the volume of other applications when you or someone in your channel starts speaking.
To disable this,
1. Open your TS3 client.
2. Click Settings.
3. Click Plugins.
4. Uncheck volume control.
5. If needed, restart Teamspeak.
