Disable map downloading

Can someone tell me how to disable map downloading from our server. If we get a scrim and they are a bunch of noobs that don't have the map, like de_cpl_mill, we don't want to wait for them to dl the map from our server. The problem is once they are downloading I can't kick them because they haven't actually connected to the game yet, so I want to disable it altogether.

cpl_mill is the map for cal according to the cal website.
