I would say up to a 64 slot server per core, or very close to it at least.

does running it with Higher CPU priority help? Is there a way to reboot the server (the windows)?

With the E3 1270, it depends if you are referring to managed, or unmanaged. Which were you wanting to know more about?

Running with "higher CPU priority" on all your servers would not make a difference, since this would just keep them all on an even footing. It only makes a difference when you want one server to have more priority than others. Generally you will not want this on a dedicated machine.
We provide a facility to power cycle the machine in an emergency via the control panel. You should never reboot the machine under other circumstances, as it does not increase performance and can result in system breakage.
Most games run well at an overall machine CPU usage of up to 80% or so. BF3 seems to be a bit more picky, and I'd recommend keeping a server running all BF3 servers under 40%.
