MW3 servers frequently fail to start, giving an error about not having enough bandwidth or CPU available, due to a game/Steam bug. Restarting the server repeatedly until the server comes online is the only way to resolve this, at this time.

Adding on to this, I suggest waiting about 15-30 seconds between each stop/start as we have noticed that MW3 servers take that long to start.
