What can I do about low-level DoS attacks?

If your server is being hit with a low-level DoS, it's possible that a server plugin could help you to fight it off.
* If it's a 0-byte UDP attack, this Sourcemod plugin may help: http://forums.alliedmods.net/showthread.php?t=95312. Alternately, if you run an OB server, the SourceOP "DAF" plugin may work: http://www.sourceop.com/modules.php?nam ... load&cid=9
