You talking about shared web hosting or you talking about unmanaged vds?
If it's shared ioncube & perl is already installed.

Shared, have to do some special activation?

Both the ioncube loader and PEAR will just work out of the box, without needing any special adjustments. Note that if you want to install your own PEAR modules, though, you'll have to some further configuration.
