Setting up a VPN

I am currently trying to set up OpenVPN on a Windows server but have no experience with virtual instances. So, I'm wondering if I should get a Linux server with Ubuntu and run OpenVPN or just figure a way out with the Windows machine using Hyper-V 2008.

I would recommend using Linux for OpenVPN installation, as I've tested on that platform and it worked properly. I have not tested it with Windows.
