If you find yourself being unable to add/edit permissions in groups you've created, it is usually because you did not copy an already existing group to create the new one, and instead created a fresh group.

Due to how permissions are set up and the file quota limit, you'll need to copy an existing group such as the "Normal" group and then customize it.

Here's how to copy a group:

1. Open up your TS3 client and go to the "Server Groups" menu
2. Right click the group you wish to copy and select "Copy"
3. Enter a name of your choice
4. Select "New group" from the drop down box
5. Select "Regular group"
6. Click "OK"

You can then proceed to customizing the permissions of that group and assigning users to it.
