How exactly would the transfer process go?
Do I simply install the steam server client along with garrys mod and simply move all the folders and files from my old vps?

Digitalocean isn't made for gaming, NFO is. It is more cost-effective and efficient to use extremely high core count, but low clock speed CPUs for the workloads Digitalocean usually handles(mostly small websites).
