I think he's talking about centersay messages found within adminmod and/or the scrolling marque in amxmod

for that, edit either the amx.cfg or the adminmod.cfg within your control panel

the files themselves are pretty self-explanatory

i found this usually occurs pending on what map preceded dust, and especially true when its neither a cs_ or de_ map

what map precedes dust in your rotation? and try placing a different map in that slot to see if it works
