Via the console on the server control tab in your control panel, type "ownerid <SteamID here> Yourname" This will ensure you're an admin. Once done try using the "say <any text here>" command. If the server chat displays a message then you're an admin. I would expect Oxide plugin...

It's possible your school is blocking the connection. For a school I'd expect a generic warning from whatever system they are using to do filtering, but a generic block is probably possible as well.

More locations is something that's always on our road map, but opening a new location is a significant undertaking! For now, we recommend clients in Canada use our Seattle, Chicago, or New York locations as they have an excellent connections which most Canadian players find acceptable.

So why isn't it secure? The default password is like most other default passwords. They are randomly generated, and decently secure, but since you didn't generate it, and we must pass it to you in plain text it becomes less secure. You should always change the default password to a more secure one ...

It's possible the game is saying your NAT is closed because it's unable to complete some form of a background task, such as reaching a port that's in-use, or ping an external IP. Are you actually having problems due to it saying that though?
