I downloaded that file and I was seeing speeds of 3MB/s, I usually expect it to jump up to 5 or 6 for a quick second but 3MB/s is pretty fast. I'm having an issue with my HTTP download speeds being limited to 100~kb/s, when i've tried using multiple threads it grows at a steady rate, 10 threads give me 1mb/s; 20 threads give me 2mb/s.
