moving files from one server to another

hello

i am trying to move server files from a seattle nfo server to a san jose
server i have moved all pertanat files that i know of

but server will not restart

i do not care to move all of the map files we have
i have moved the following folders

admin mod
amx mox
cl_dlls
classes
dlls
metamod
models
sprites
cevo-cs-default
cevo-cs-ot
cevo-cs-warmup

some of these files i dont know anything about
and i have changeg no configs in any of the files

i did notice some ip configs in the admin mod
but it was after i moved admin mod files from seattle server

i wish to mirror our seattle server identifier troy1
to our san jose server identifier troy3

the automatic repair script has ran but it didnt start server up

it appears none of our third party plugins will work

can i just copy files from one server to another or do i need to
reinstall everything?
