Rcon commands
been looking for alist of rcon commands but mainly what i was wondering, is there a way for me to talk and see whats going on in my cs server while im not on? and is there a way for me to talk and run commands on the server while im not really on it?

The most popular way of watching and interacting with your server when you are not playing is a tool called HLSW. You can get it from http://www.hlsw.org/?language=English. Make sure to get the latest beta, which is needed for compatibility with the latest HLDS.

hmm
along those lines, is there a way to spectate my server, without connecting (watch them IN the game)

what is hltv, were can i get it. and u sound like theres a catch, lol
HLTV is already on your system when you installed CS retail or the HL mod. All you need to do is host a server, and have HLTV connect to your real server, and others can join the HLTV server, provided by your bandwidth. For some leagues, like OGL, you can do record only HLTV.

Here's what we say about HLTV in the FAQ:
Q: Can you provide my clan with a HLTV for a match?
A: Generally, no, we don't have the resources to provide HLTV services, except under special circumstances; HLTV is something you'd have to run yourself on your client machine (or one of your clanmembers could). To do this, you would run the hltv.exe executable in your Half-life folder and then type in "connect (your server)". It should connect to your server and watch the game, and people can connect to it by connecting to your IP and port 27020. You can also have your HLTV record demos by using the standard demo recording commands.
So essentially you load it up on your machien and then connect to your IP and port 27020 using your HL client.
