1. Can I make all my admins immune to TK violations..and if so how.
2. Surf raceway now drops all players weaps when a new round starts and thats crappy.
3. Does anyone know of a good place to download a tracer mod? or any info on it?

You would have to look through the documentation for your admin-mod.
You can't really change what the map does, its hard coded into the map.
Can't find any tracer mods for cs:s, you can check out http://www.sourcemod.net (in the forums) for info on most of the publicly available server plugins.
