Metamod and liblist

Is there a way to modify the liblist?

And is there a way to upload metamod? because I couldn;t upload it and i wonder if you could update the metamod to the latest version if that's the case.

The liblist.gam file is locked through the FTP but can be edited indirectly through the Server control page. All servers run the latest version of metamod.
