Map changes not shutting down server?

Whenever I change maps with "rcon map de_map", everyone in the server gets a "server shutting down" message instead of smoothly changing level. If they rejoin, they can join fine, but how do I change maps without everyone having to rejoin?

rcon map is not the right command, rcon changelevel mapname is the correct one

Also, I didn't want to make two threads, so can I ask this here?

Is there a way to limit admin rights without using admin mods like mani? I don't want to give full rcon rights to a person, though I don't want to install any admin mods... thanks.

Sorry, there isn't a way to do that. Giving the RCON password means full access through RCON.
