That really didnt help all that much. I just need to know if the valve is like more lag? Like why does it not cost as much as the premium and InterNap?

I wrote what was at the link and I tried to make it as clear as I could. :\
Our Value LA location uses a cocktail of InterNAP bandwidth and other providers that are subject to change at any time. These providers will be other backbones such as Level3. The combination of InterNAP and the other providers is designed to provide a higher level of redundancy and better latency properties than the other provider alone, although not up to the standard InterNAP level of super-low pings. It is important to note that the properties of the Value bandwidth may fluctuate over time as we choose different providers and alter the mix with InterNAP. Sometimes we may make a change required to keep the price point low that would increase the ping for a segment of the players.
In a nutshell, Value is going to sometimes have slightly higher pings. And because its main focus is price, we aren't generally able to perform customized routing adjustments for Value customers.

Neither location should lag.

So an example would mean it would just keep going up and down the entire time? So lets say i would buy a hyperaccelerated server and I live in atlanta. Normally my lag would be 70. Would it go over the 100's or stay around the 80's? It just amazes me because its 20 dollars off and im not sure what I should do.

Your ping should be stable with either location, since both types of bandwidth are high quality and have low jitter and no packetloss. Value is just sometimes higher because some of the transits it may use have more distant peering points with various ISPs.

If you're very worried about it, I'd recommend that you play in both types of servers to get an idea of how they perform.

alright and my last question is. If I dont like it can I change it out? And can i stop the payment in lets say...4 days without having to pay?

You can change your subscription at any time.

You'd be charged as soon as the free trial period is over, in 2 days. Payments are not refundable past that point.
