Okay im having a problem

Okay im new to the who website shabang, i used to use phpnuke, im having problems useing my WinSCP program trying to get my files onto my website i download themes from durpal and they come in a form of a tar file *which mean alot of files cramed into one* if anyone has any websites that come in package file or knows how to break the tar file down i would be very greatful.

Are you sure they aren't .tar.gz or .tar.bz2 files?

I haven't installed Drupal themes before, but it looks like it shouldn't be too bad. You should be able to extract the .tar.gz/.tar.bz2 file on your personal machine using a utility like WinRAR, WinZip, 7zip, or izarc (the latter is the one I recommend). Then, you can upload the extracted to the webserver through SFTP or FTP, using the login information given on the "File manager" page in the control panel.

Like John said, you should extract the files on your personal pc, then upload to your webhosting. You can extract certian files on the webhosting server itself, but not all times it works properly. Better off to un-zip on yours, then upload to webhosting server.
