IIS 5
How would I go about installing IIS on my vds since it asks for a cd when I go to add or remove programs.

If it asks for the CD, you're doing things right. You'll just need to use the option on the "Server control" page in your control panel to insert the Windows CD into the virtual drive. Note that sometimes this takes a reboot to take effect.
