Hey just recently bought a VDS... and i was wonder how do i set up a download link for files in my server... like 123.213.213.12/fikles/haha.exe

You'll want to do this by installing a webserver. You can have a lot of options for the webserver software, but the two main ones are IIS (which you can install from the Add/remove windows components section of the Add/remove programs tool in the control panel) and Apache (which you can use an autoinstaller for, like WAMP).
