question about remote connections

Is it possible to setup a limited account for a dedicated vps mainly one that can only close and start exe files? not sure if that makes sense but im sharing a vps with someone who doesnt need remote access for anything other then starting and stopping their servers and since im new to this Im not sure how I would achieve this if it is possible

ive made another login for someone else of course they cannot view programs on my login but what i am wondering is it possible to host off both of the users at the same time and if it would take more resources to do so then if everything was hosted off the one user account

You could restrict his separate login to only have write access to a couple of folders on the disk, and also to not have read access to anything of yours that you need to be kept private, but this could become a bit of a pain to maintain -- it might be better to install some sort of very simple web-based control panel.

the current operating system is windows 2003

would you recommend any other for css servers?

Win2k3 is a good choice for CS:S, yep
