does anyone know any website that is dedicated to windows 2008 64x how to tweak windows and get best performance?

I don't know of anyone. I'm sure there's a site out there with tweaks you can do though. Google is your best friend.

Win2k8 x64 actually comes pretty well-tweaked by default. Disabling unneeded services would be the main way of tweaking it further.

It is something that you would have to do with the help of a tweaking website that talks about what each service does, since you have to be careful with what you stop. The "server" service is the big one, and you can safely set it to disabled, but the others are more murky.

Services can be changed through the Control panel->Administrative tools->Services snap in.

Disabling unneeded services will mostly help with memory consumption and security. It won't make a noticeable difference in CPU usage, in most cases.

Not easily, no, as what anyone needs varies from configuration to configuration. This is something that you'd really have to explore with the help of a website that has a comprehensive list. One way to do it is to just go down the list of services that are running and Google each one that you're considering removing (if the description in the Services snap-in isn't clear).
