counter strike rates

when i try to test my internet speed it shows me small amounth of upload speed(i seen other topics so i know why already) but my question is i use http://www.reece-eu.net/drekrates.php
and here is the question what i set in upload speed?

If your personal client connection is severely limited, you should lower the "rate" setting on the client to compensate, and make sure that the server allows for that rate by adjusting its "sv_minrate" and "sv_maxrate" settings.

On the server, you won't hit a wall on bandwidth, so you can allow anything. I recommend setting an sv_maxrate of 0.

I haven't seen that tool before, but it doesn't really apply here.

What about TF2 Servers, would you recommend setting sv_maxrate to 0 too?

I would recommend setting sv_maxrate to 0 on any server that is on a connection that can handle the bandwidth, such as a sever on a 100mbps line. For a home server, it might make sense to use a lower sv_maxrate, in order to avoid packet loss (choke is always preferable to loss).

Depends what type of a connection you have at home though. I have a 5x5 Fiber line, therfore my rates are set as the following: sv_minrate 25000, sv_maxrate 0. Having the minrate set so high weeds out the people with not so good connections. Just my personal preference though.
