I had that happen to me recently, too, before the latest bunch of updates. Strange stuff.

Did it happen after the updates, as well? For me, it stopped, but you might be seeing a separate problem (possibly caused by a program crashing repeatedly).

What i did is i tried changing some programs to like notify when w/e to show on task when w/e n stuff like that

It just started going crazy all were moving choices non-stop and made me exit explorer.exe
How do i get it backup? do i needa restart

It's difficult to say, since it sounds like you're having problems with a particular application, but a reboot might be an appropriate thing to try first, yes.
