What do the Apache logs show? Is this person hammering your webserver with connection attempts, or is it something more complicated than that?

If he's hammering you with connections, blocking the attacking IPs should work well to block it. If it's something more complicated, you may need to use a program like windump or wireshark to see the traffic and determine the IPs.

Are you running the latest version of Apache?
