Nothing that I am aware of that could cause this. In fact, I can not think of any cause at all, outside of a mod issue, or a quirk with the game.
In this case, it certainly seems to be a quirk in the game of some form. It may be a setting causing it that shouldn't be, or an issue with Steam's network itself. Certainly strange, either way.

Gotta love those odd moments of confusion!
I know my workaround isn't the most practical of solutions, especially for those that don't have the freedom (or money) to just up the slots on their server, so if I do find a real fix for it, I will post back here.

One other thing you might try setting is the sv_visiblemaxplayers cvar to whatever you need the server's max to to look like from the outside -- that should fix things up.

Thanks for the suggestion, but that didn't seem to work either.
I entered:
sv_visiblemaxplayers 40
into my server.cfg file, and it still came up as having 10 less slots.
I am going to email a couple people tomorrow to see if they know what is causing this, and if I hear anything, I will post back here.
