New to dedicated server.

Im 18 years old and I have been playing gmod for about 2-3 years now.I have always wanted to get a dedicated server but never had the money. Now that I have the money im interested in getting a server,But I don't know the process.Can someone describe the process of how it goes. Do I have to list all the addons I want. Can I change the map and mode from my pc or do I have to tell them. And is TeamSpeak 3 and Murmur/mumble server the same thing,(Do I need these to talk in game?) Please/thanks

The first step would be to start a free trial for a server through this page: https://www.nfoservers.com/order.php. After that, you'll have an up-to-date Gmod server with full FTP access that you can start uploading addons to.
Do I have to list all the addons I want.
You'll be able to upload addons through the FTP. If you have an addon that needs to be retrieved through SVN because it would take you a long time to upload, drop me a line and I can handle it for you myself.

You can change the map and mode via rcon or configuration files. This is done through the control panel.
And is TeamSpeak 3 and Murmur/mumble server the same thing,(Do I need these to talk in game?) Please/thanks
TS3 and Murmur/mumble are optional voice server options that run outside of the game. The game itself also offers VOIP, so you don't strictly need these.
