Basically I bought a domain for the VDS, because I am running a webserver off of it.
Now since I dont have name servers to point my domain to here, and I don't want to just "point" it to the IP because it just turns back to the IP address after. I just need a way to get DNS setup on my server. I've looked into it for windows server 2003 but it just doesn't make sense since they all talk about 2 IP addresses when I only have one

You could do this by configuring a DNS server on your VDS and adjusting the name server entries for your domain to point to it, using the DNS service provided by your registrar (if they do provide it), or using a free DNS service such as EveryDNS.
I'd recommend going with the DNS provided by the registrar, if it's available, as that's the simplest solution. If you go this route, you would just need to go into their control panel and set up an "A" record to point to the IP address that you are using for your webserver.
